简要规则描述：本项目为市容整治劳务作业服务，主要工作内容包括：小区无五违整治，整治新增违建、违规改造住房等情况；整治未经批准、擅自设置的广告、店招；沿路沿街影响市容景观或有安全隐患的雨棚、招牌、广告等的整治；对城管微平台、城运中心派遣的、需要动用设施、装备的工作项目进行应急处置；对城管和各工作站的联合整治、巡查中发现的沿路沿街影响市容或有安全隐患的堆物进行暂扣或应急处置；对楼道堆物，小区公共部位破坏绿化铺路等整治；对地下食品加工点整治，活禽无害化处理；河道两岸整治，林地综合整治；对仓库内收缴的物品、杂物进行整理、清理等。本项目总价最高限价为3,309,800.00元，且各分项报价单价不应超过采购文件要求的单价最高限价。（具体详见第三章采购需求书）

二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠； （2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and micro enterprises to purchase, and the products of small and micro enterprises are not subject to price discounts during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：3、须系依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、本项目不允许转包。
